Broadband Development Invoicing and Reporting System
This web-based invoicing and reporting system allows the ConnectME Authority of Maine to track vendors engaged in developing broad band capacity throughout the state. Vendors invoice the ConnectMe Authority using the system and data from invoices are compiled for automatic submission of quarterly reports to the Telecommunications and Information Administration (NTIA).

Maine's Migrant High School Equivalency Program (HEP)
The Maine High School Equivelancy (HEP) is a secondary education program that offers individuals with migrant or seasonal farm work backgrounds, a unique opportunity to obtain a General Educational Development (GED) certificate. GEM developed this web-based system for the HEP project team to use for tracking recruitment, training, testing, support, and follow-up services provided by the program. These data are then compiled for use when filing and for filing the Annual Performance Reports (APR) required by the federal agency funding the program.

Web-Based Contract Development, Invoice Processing and Request For Proposal (RFP) Application
GEM developed this web-based application for the Maine Department of Education for writing and approving contracts with outside vendors. Contracts are written and electronically moved through the approval process. Vendors submit invoices against agreed upon objectives and strategies which are also submitted and approved electronically. The software also offers funding agencies the capability of developing Requests for Proposals (RFP) and for electronically scoring responses.

Post High School Follow-up surveys with Special Education Students
GEM developed these web-based surveys for the Maine Department of Education to determine the current status of all special education students who have exited special education. The application allows former students to complete the survey using a login and password supplied them, or allows administrators to conduct telephone surveys with former students. Such an effort is required by the Office of Special Education Programs (OSEP) as part of a State's Performance Plan.

GEM developed a web-based method for schools to use to create one-off surveys for students and parents, pulling from a databank of questions. Nearly 30,000 online surveys were completed within a two-month span each year, with online reports and comprehensive graphs provided to stakeholders.
